MDHHS issued Medicaid Policy Bulletin MMP 26-28 on July 31, 2026, clarifying where Michigan Medicaid Home Help services may be delivered when a beneficiary is temporarily away from the state. The bulletin gives an effective date of September 1, 2026.
Under the clarified policy, a temporary residence may be outside Michigan if it is still within the United States and the other program requirements are met. Home Help services provided outside the United States are not eligible for Medicaid payment and may be denied or subject to recoupment.
This is a program-specific payment rule. It concerns Michigan Medicaid Home Help providers and beneficiaries; it is not a general prohibition on families arranging private caregiving while traveling internationally.
Home Help participants and providers should check with MDHHS before making arrangements that involve a temporary move or travel. Confirming eligibility and service-location rules in advance can help prevent unexpected payment problems.
